Utah has been considering changes in its laws, but the present law states prohibits “anyone from performing or offering to perform a tattoo or body piercing upon a minor without receiving the consent of the minor’s parent or legal guardian.” The law establishes that a person is not guilty of a violation if he or she had no actual knowledge of the minor’s age and reviewed, recorded and maintained a personal identification number for the minor prior to performing the body piercing or tattoo.
