Tattoo Laws Arkansas

Arkansas requires that tattoo artist be certified by the State of Arkansas, pays an annual license fee, and operates from a permanent cosmetic shop.

What if you are a kid or minor in Arkansas that wants a tattoo? You must have a parent’s permission if you are underage and want a tattoo in Arkansas. The law further prohibits anyone from doing body art (which includes tattooing) on a minor without the written consent and presence of the minor’s parents, a guardian or a custodian.
