Delaware
The law in Delaware states that it is illegal for any person, either knowingly or negligently, to tattoo or perform body- piecing on a minor without the prior written consent of the adult parent or legal guardian. Furthermore, it is illegal to tattoo another person who is under the influence of alcoholic beverages, including beer, wine and spirits or a controlled substance.
